Indian researchers are told to publish in a “UGC-CARE or Scopus” journal as though the two overlap. We hold both lists, so we counted.
73.1% of UGC-CARE Group I journals are not listed in Scopus. Of the 1,481 ISSNs on the UGC-CARE Group I list, 399 also appear in Elsevier’s Scopus Source List. The other 1,082 do not. Counted by direct comparison of the two lists on 2026-10-05 — no sampling, no estimate.

Both lists are published by the bodies that maintain them. We hold each as a set of ISSNs and intersected them directly — every ISSN on the UGC-CARE Group I list was checked against every ISSN on the Scopus Source List. There is no sampling, no modelling and no estimation step, so the figures are reproducible by anyone holding the same two files.
ISSNs were normalised to their hyphenated eight-character form and validated by check digit before comparison, so a mistyped or mis-scanned identifier cannot count as a match.
This is not a quality judgement. UGC-CARE and Scopus are separate lists built on different criteria with different coverage. A journal on UGC-CARE but not in Scopus may be a perfectly legitimate Indian or regional peer-reviewed title that Scopus has never indexed. Absence from a list is absence of evidence, not evidence of a problem.
An ISSN list carries nothing else. It does not record a journal’s publisher, country, discipline, article processing charge, review time or acceptance rate. None of those appear on this page because we cannot compute them from these files, and a page like this is only worth anything if every figure on it can be checked.
